When you start the quest (Horde version or deprecated quest) you are mounted onto Balloon Throwing Station and after a small while the balloon is armed and you may now shoot two types of rockets:

Deliver Life-Rocket (shoot at Steamwheedle survivors)
Pirate-Destroying Bomb (shoot at Southsea pirates)
Emergency Rocket Pack (to return to the shore -in style!)

This quest text is poorly written. I had to read the quest objectives a few times to figure out what the hell was going on, since on initial reading it appears the hapless Steamwheedle Goblins are firing on every boat that leaves their own port.

The pronoun in the last sentence of the paragraph doesn't agree with the antecedents in the first two sentences.
Frustrating, to say the least.

After looking a while myself I can report that the baloon is just next to the docks.

When you start the quest you need to make your way to a balloon just outside Gadgetzan.

Coords are 53,27.

If you have not done any "vehicle" quests before this may seem a bit strange so here is what to do - go to the zeppelin northeast of gadgetzan and click it - you will mount it and it will set off - you should see a new action bar with the abilities mentioned by Rinor - these are not usable straight away - watch for them lighting up -to aim these abilities use right mouse button and move mouse to steer the point they will land near - the zeppelin will go to the goblins for rescue first - out where steamwheedle port used to be - aim near them and use button/ability 1 - there are lots so no need to spam - just aim near and fire 1 till you get 5/5 - the zeppelin will then head to the pirates - time for button 2 - aim near them and spam button 2 - again not that difficult - use right mouse to move the aim area so you get them all - when you get 40/40 use button 3 for a quick rocket pack back to gadgetzan - have fun and kill/rescue them all

It's not immediately apparent, but you need to direct the shots like a catapult aim. So hit both mouth buttons and get it turned the right way. Just clicking on the enemy or the area you want to hit like in some bombing runs doesn't work. It's kind of a weird set-up, and that's probably what was confusing both me and the person a couple posts above me.

If you can't figure out how to aim, drag your camera around (right-mouse button) and an aiming reticule should appear for you.

There is no ballon anymore and the coords are wrong......... How do I find the ballon now?

The balloon is there for me, it just wont register any of my kills and rocket saves for the quest. it was and then i got called for tol barad then all of a sudden it wont work anymore, so i dont know what happened, maybe it glitched out or something.

I do know that its possible to go fly out on your flying mount and kill the mobs, but it is still a pain lol. and you dont get the option of taking the rockets with you, you have to use the balloon.

I got stuck in the baloon as well. I'm using Dominoes and the 3rd button did not show up. Relogging caused my toon to be moved to the nearby graveyard. So, that is the best solution if you run into that situation. =]

Hold down your right mouse button to activate the catapult feature. It took me 20 minutes to figure it out! Once I held the button down it went fairly quick.

The problem for me was that on the initial attempt, the targeting system did not work.

I rocketted out of the balloon and tried again. This time the targeting did work and the rest was easy.

It is a catapult-like targeting system, you need to hold down the right mouse button to enable and use.

I tried to finish that quest, doesn´t work. I opened a ticket for the staff. My hunch: bug.

I found one huge benefit in this quest, consider not handing it in untill later:
When you are in the balloon hurling bombs at the pirates, you get full mob exp from them, every single one you kill. For the quest you only have to kill 40 of them but I stayed on the balloon for a while and got more than half a level for it, and yes, I have that little life left.
Another nice profit from this quest is that you get the achievement "Going Down?" when you click 6 to return to Gadgetzan.

For those who are looking for comments that are up to date and actually useful, the coordinates for the balloon are 53.3, 27.4, right outside Gadgetzan and before the docks. This is the latest comment (4.3.3) and saves you from scrolling down and searching for one useful comment among many, many useless comments. I didn't have any issues with the quest bugging out. I just couldn't find the balloon. Hope this comment actually proves useful to you.
