I've looked in the inn on the poster board and this quest is not there. Has it been moved?

This is NOT class limited. I don't know why Wowhead seems to think that it is.

Also, Chaos 5061's list really helped me out. The recruitment posters did indeed not become active until after I'd completed Profitability Scouting. And it makes sense: the quest giver for Profitability Scouting is from the Bildgewater Battalion, which this posted is recruiting for. And doing that quest softens up the Nagas enough to make this operation possible.

Once completed a Poster will be on the wall in the inn keepers building.

Here is a list of the quests and quest chains you need to do for this quest to show, assuming you haven't done any in Azshara:

You need to do all the quests at Orgrimmar Rocketway Exchange

Foreman Fisk (29.2, 66.6) gives you:

Horzak Zignibble (29.0, 66.2) gives you 2 quests
and
The first starts a chain which leads to:

These will unlock 's quest, which will send you to the next chain.

You need to do the quests for everyone at this new outpost on Forlorn Ridge (north of the rocketway exchange)

(I'm not sure if this last quest is required, but it's a quick turn in)

Now you can pick up this quest chain from at Bilgewater Harbor.

[The Bilgewater Battalion are now accepting recruits for OPERATION FISHGUT.

Wages will consist of 1 gold piece at the time of operation completion for all active soldiers in good standing. All wages will be forfeited in the event of death. A fee of 20 silver will be charged for any resurrections performed in the line of duty.

All recruits are to report for duty directly to Commander Molotov under the main cannon.]
