Just to finally clarify and confirm:

The damage duration of rake increases with this talent, but it also increases the damage which it doesn't state. Your dps doesn't directly increase due to the damage increase, but it's damage:duration ratio stays the same. You're dps increase comes from the energy you save from constantly using rake, and instead it puts into uses like Shred, Mangle, or other things that you would need like finishing moves.
