I don't know why this was uprated, because arms warriors CAN'T offspec for this. It is more than 10 points down in the fury tree which means if you choose arms as your primary tree, you will only have 10 points remaining to spend in the two other trees, making this talent unreachable. In addition to this, it would be a poor choice over fury in the blood.
I wrote this during alpha, before new talent design was announanced
btw, this is now irrelevant, bacause (WHY ON EARTH?) this was moved to protetion

what about stacking with glopyh of Victory Rush in CTM which is Increases the total healing provided by your Victory Rush by 50%.
Is that means 5% of your health + 5%*50% = 7.5%of your health?

This could possibly provide a decent amount of self-healing for prot warriors looking to solo some old content.
Would be quite nice as they're the only tanks that lack the healing capabilities to do so.

This is a really lackluster talent for 2 points. Even in a special build specifically for soloing old world stuff. At the very least it should be changed to 100% chance up from 50%. The heal is pretty minor and you won't get many off when it's only able to proc in execute range.

While the healing is minor from this talent alone, the warrior also has Field Dressing to improve self-healing by 20%. As Eminem2 pointed out there is also the Victory Rush glyph (not sure whether it is worth slotting), Blood Craze, Enraged Regeneration, Second Wind and I'm probably forgetting another. If you have alchemy then you also get a bonus for pots and since you probably have herbalism you also get Lifebloom. Once I hit 85 with my Enh Shaman, I'll start tanking with warrior.

This talent is way better than 3/3 Blood craze for prot warriors and costs 1 less talent point.
As a rule, the last 20% hp of a boss (whether it be 5-man or raid) is usually when things get nasty. Bosses enter their final phase or enrage when the healer(s) is dangerously low on mana.
This a tremendeous help when fighting bosses such as:
Baron Ashbury
- Last 20%:
Wracking Pain
+
Dark Archangel Form
(Unsustainable amount of AOE damage taken)
Foe Reaper 5000
- Last 20%:
Safety Restrictions Off-line
(40 000 damage per swing on tank)
General Umbriss
- Last 30%:
Frenzy
Ozumat
- The entire fight:
Blight of Ozumat
(New stack is applied after 2 seconds)

(Stacks 20x times) Long ass fight with lots of adds, even a resto druid with innervate will be OOM near the end.
I could go on forever with this list, because it's very useful on pretty much every boss.

Quick question about this talent.
In the case of a boss fight with adds, if you get a killing blow on an add (proccing the full victory rush) when the boss is below 20% hp, then using devastate on the boss before using that victory rush... Will it proc from devastate and overwrite your full 20% hp victory rush proc with the 5% proc from this talent?
Just asking, cause I've been using victory rush on some bosses, most notable being General Umbriss (keep 3 troggs add on me, ask the dps to not kill them. I kill them off one by one to get 3 procs of victory rush, and the healer can go take a break while we kill that boss). Would be sad if I lost those procs because of this talent.

The fundamental problem with this ability is that a warrior tank must take care its other cooldowns, it can not just spam Devastate. Hence, it would only be used once every 4-5 seconds when other conditions are met.

Not sure if my math is right but here's an example of how effective this talent really is.
Nowadays, buffed and flasked, tanks easily exceed 200k health but even at 200k health, this talent is pretty sweet. Without talents and glyphs, this does 10k healing to a warrior at 200k. Field Dressing adds another 26 % to that, which brings us up to 12,6k healing (10*1,26). With Glyph of Victory, we'll end up at 17,6k healing done by Impending Victory (10*1,5+12,6), which can, on average, be spammed every third global CD when the boss goes below 20 %, which means you get a 5,8k HPS from using it (spamming devastate and victory rush only).
