This talent is not add 3% haste to your current haste. e.g. from 15% to 18%
The actrual effect is increase your total haste by 3% and the 3% bonus. It means if you have 15% haste without this talent, you will have 15*1.03+3=18.45%

Tested today by retalent my hunter. My MM hunter have 3.2% haste w/out this talent and 6.3% w/ it.

Meanwhile, this talent can also increase focus regen as ordinary haste effect. w/out any gear, and w/ this talent, focus regen will be 4.12; w/out gear and talent, it is 4.00. The ratio of focus regen/haste is 0.04 focus/1% haste.

This talent is called "Mehrladewaffen" in german (deDE client), which translates to "repeating firearms".
This explains 3% haste better than Pathing, imho.
