Take note that blizzard intends to normalize rage generation to fixed amounts per swing (depending only on base weapon speed), shouts generating rage, and Imp. Berserker Rage requiring 45 in fury so NOW this talent is OP. When new rage generation will jump to live state, it may be a very nice and balanced ability.

So, important question here,
Does Inner Rage stack with the standard Enrage effect? (Wrecking Crew as Arms, Enrage as Fury).
As in, with:
Enrage up is 10% increased damage
Inner Rage up is 15% increased damage
Both up is 15%, or 25% increased damage?
If they stack, it is a substantial damage increase. If they do not stack, it's a slight damage increase.

Heh, Inner Rage used to be a warrior ability back in the original WoW beta... It had 5 ranks, with the fifth rank (which you would get at level 60) giving you 50 rage instantly. It had a 5 minute cooldown and had the Seal of Command icon. You could think of it as an improved Bloodrage.
Warrior focuses on releasing his or her inner rage, gaining X rage.
was the old description.
It was removed because it was deemed too powerful.
edit: Why am I being downrated? This is fact. Ask anyone who was in the original Beta (2004) about it and you'll see. Hell, do a quick google search for beta talents and you'll see talents reducing the cooldown on it.

I question and an idea leading on from this ability.
Does this ability trigger a global cooldown?
If no, then surely it would be an idea to make macros for all rage costing abilities to cancel this aura just before the ability is used and then reactivate it striaght afterwards? In other words, keeping it up for all auto attacks and slams but deactivating it for anything which costs rage? Even with the 1.5 second cooldown, it would still have a good uptime and contribute a lot to dps.
For example:
/cancelaura Inner Rage
/cast Bloodthirst
/cast Inner Rage

I could imagine this being a major thing for arms warriors due to their moves being, compared to fury warriors core abilites, very cheap.

I wasn't able to do any testing as far as Inner Rage numbers went, but I highly doubt those 15% extra Heroic Strikes will outweigh the loss of MS/SlaughterOS damage by going oor. Most likely(testing needed) I personally will be macro /cancelaura Inner Rage to Heroic Strike and macro /cast Inner Rage to attacks like Slam/Overpower considering their relative low rage cost anyway. The dilemma become whether or not to allow Mortal Strike to be affected by Inner Rage or not.

From the little experience using these new abilities, the vast experience I have being a MT for a "progression" guild and the Arm PvP experience I have; I will tell you this....
From a tanking PoV: there is, for the most part, no reason you should not macro this to most, if not all of your attacks. If you have enough rage to actually activate it, then you should use it at almost all times for maximum threat. I'm 90% sure that it doesn't have a GCD, therefore I find that it does the job if I macro it to my shield slam (perhaps revenge is a better choice because of rage cost).
From an arms pvp PoV: Pretty much pointless in pvp. Most of the times warriors are fairly starved for rage in pvp. The extra 15% damage isn't worth the extra rage cost.

In conclusion, there is a reason Deadly Calm can't be used while Inner Rage is up. Do you really think blizz would let you do 15% extra damage with all of your attacks costing no rage?
PS: I know little about fury warriors but I would think that this spell would be more situational use for them than it would be a "faceroll" as a tank because of rage starvation issue. Can I get an experienced fury warrior to confirm/deny?

Don't be confused by "Cannot be used during Inner Rage." because inner rage CAN be used during Deadly Calm, if you has 75-100 rage before using Deadly Calm

this actually seems to be really good with glyphed sweeping strikes, bladestorm, retaliation, overpower/revenge, popping immediately after a colossus smash or with recklessness for huge burst in pvp, etc etc. particularly, building up a col smash, lambs to the slaughter trigger, Juggernaut charge, on a bleeding target... sequence a mortal strike, overpower and slam quickly and you've got a recipe for pretty huge bursts. this is arms of course, fury has similar build-ups.

From the 4.0.6 PTR notes:
Inner Rage has been redesigned. It now reduces the cooldown on Heroic Strike and Cleave by 50% (to 1.5 second) for the next 15 seconds. 1-minute cooldown. It still cannot be used during Deadly Calm. This ability was originally designed to help warriors with rage capping, but the Heroic Strike and rage normalization changes seem to have solved that problem on their own. This new design will still allow warriors to burn off excess rage faster, at their discretion.

They wanted to get rid of HS spamming as a "next melee" ability, because it was causing friggin' carpal tunnel for Warriors who were rage capped and tried to use every next swing as a HS and maintain a perfect rotation. The new HS is not "next melee", though.

The most important is both abilities are cost 30 rage, looks like you can only use those abilities few times during the 15 sec windows (Because of the limited rage)... OMG!

I really don't see any use of this ability right now... How often do we end up with so much extra extra rage that just normal rotation skills + heroic/cleave spamming wont use up all the rage we have? This would basically mean you should use (and earn) 30 rage every 1,5 seconds on top of the normal.. I just don't see that happening atm, at least not for my fury.. Haven't had a go at tanking anything yet but I can't really imagine that you can get that much excess rage to dump...
