it shows up on here right but in game it doesn't read (1 hour cooldown), all it says is the effect lasts for 60 mins, nothing about a cooldown, kinda crappy if you ask me

For anyone wondering you can only carry 1 of these. The same is true for the other 4 "elixirs" you get from the Blasted Lands quests. Each is unique even though the in-game item doesn't indicate it.

it is from a repeatable quest that you get from the 2 NE npc in blasted lands.

Used to be 50 spirit. Not sure why they nerfed it, its a pain to grind and its unique anyway.

When completing the quest 秃鹫的活力 or 精神矍铄 the npc buffs you with the same buff as the item and also gives you a single use 砂囊口香糖, which is unique .
The buffs are not boonable, i.e. you can't place them in the Chronoboon.
The quest 精神矍铄 is repeatable.
