About half an hour of killing Seabrush Terrapins around Korthun's End in Abyssal Depths earned me 19 Giant Turtle Tongues (and since I skinned all the corpses I also got 29 Savage Leather, 1 Deepsea Scale, 2 Volatile Earth, 2 Volatile Water and 1 Volatile Fire)

edit: The "mini Promontory Point" mentioned above is better. Half an hour of farming at the Seabrush area got me 25 Giant Turtle Tongues. The Terrapins seem to be much less spread out there.
(And skinning the corpses got me 43 Savage Leather, 4 Volatile Life, 2 Volatile Earth and one more Volatile Fire)

I did about 30 minutes in the seabrush area as described (~ 55, 41). It's pretty much a direct left turn from the Tenebrous Cavern (North of Korthun's End). 82 Troll druid skinner, here's what I got:

20 Giant Turtle Tongue
32 Savage leather
101 Savage leather scraps (= 20 savage leather)
7 Deepsea scale
2 Strange bloated stomach (= 3 volatile fire for me)
7 Murglesnout
3 Deepsea Sagefish
1 Fathom Eel
~20 g worth of vendor trash

I killed just about anything skinnable in the area, everything's pretty close together so I didn't even have to use mount/Aquatic form.

I killed 33 in Kelp'thar Forest (the area between Smuggle's Scar and Gurboggle's Ledge, very high turtle density, just beware of the giant that roams the area) and got 20 巨大的龟舌, so I guess you could say the drop ratio is even higher than 50%. I didn't check the clock, but I'm pretty sure I spent way less than 30 minutes to get 20 tongues.

Very fast way to raise your cooking to 500 (as I did) imvho.

Kelp'thar Forest seems like the best place for me aswell. Also make sure to kill the Giant once if you can, as he drops a quest starter item.

Definitely recommend farming this from the Seabrush Terrapins. There are lots of them, the droprate is definitely still right around 50%, they move around singly and in fairly open water rather than in groups that aggro together or swimming in heavy kelp. If you stick to the side of Seabrush that has humanoids of your own faction, you can also avoid extra hostile mobs that get in the way. There is also a quest to kill some of these so you will get a head start on farming to complete a quest, albeit at the end of Seabrush where the humanoids are of the opposing faction. Lots of other skinnable mobs around as well (hammerheads, remora) if you want to maximize leather output.
