This ability was originally a talent in the fury tree for warriors, but has since become an ability that both fury and arms warriors can apparently use. It has a similar effect to a hunter's deterrence, but only parry's melee attacks. However it does decrease damage taken by 20%, and therefore has good burst mitigation. It seems Blizzard is trying to make warriors more viable in PvP, but also helps arms or fury warriors step in to tank a boss real quick if one of the main tanks dies.

Swords from the Parthian and Sassanian Empires were quite long the blades on several late Sassanian swords being just under a meter long. During the Middle Ages sword knowledge better and the sword became an extremely superior weapon. It was regularly used by men in battle mainly during an attack. www.swordsswords.com

This is now the arms defensive cooldown, having been removed from Fury. Functionally it's like a weaker version of the hunter's aspect of the turtle in terms of how it protects you, but unlike hunters you can actually keep attacking. While it's not as good as what fury has for reducing magic damage, it can let you completely ignore melee attacks for the duration, so it has it's upsides.
