To complete Wanted: Fenistrasza's Skull weekly quest you have to come to Tarjin the Blind
and do Tarjin's Tales quest to collect 25 Impressive Dragon Skull from elite dragons
You can find elite dragons east and west of Dragonscale Expedition Basecamp
The easy way is to farm Blazing Proto-Dragon - the quest dragon in Ohn'ahran Plains
You can find it west of Timberstep Outpost
Or you can kill Jadzigeth in Flashfrost Enclave, easy to solo elite dragon with fast respawn
After you turn in Tarjin's Tales pick up the Fenistrasza's Skull near Tarjin the Blind

Funny he's carrying a bucket of lava and it doesn't spill =D. I found the Jadzigeth option the easiest. It has just ove 500ks health vs the rest who got over 900ks. And it does spawn fast. Didn't take the time but seems like it's less than 2 minutes more or less..

While farming a dragon, you can use group finder to join a group to join a new instance allowing you to gain the skulls as fast as you can kill the dragons

The first 3 tales are able to be accessed the first week.

Tarjin gives a quest Tale of the Phoenix which will give Phoenix Wishwing as a reward for several items needed to be collected You will not be able to see the quest until you have collected a few of the items beforehand. How to get the pet:

Step 1: Before you start, make sure you have done the Worlds of Draenor campaign quest at least 5/9. You can check from this achievement Between Arak and a Hard Place. You can also confirm this by going to 52,40 in Spires of Arak and check if you can see Zektar. If you can see him, go to step 3. If not, go to step 2.

Step 2: Head over to coordinates 37,18 in the northern part of Spires of Arak and find Azik, who will give you the quest The Shadows of Skettis. Keep doing the quest chain until you are at least five out of nine from the campaign quests, where at that point you will have Anzu give you the quest Cult of the Ravenspeakers. Go through the questline until you get to the quest The High Ravenspeaker, which will take you to visit Zektar and you are now able to purchase items from him. Now that you know you can see Zektar, it’s time to start the grind!

Step 3: To purchase the Phoenix Ash Talisman from Zektar you need one Glittering Phoenix Ember, 20 Inert Phoenix Ash and 10 Sacred Phoenix Ash.
Glittering Phoenix Ember - You can only get this item when the Cataclysm Timewalking is active. Find a raid group for Firelands and defeat Alysrazor, who will drop the Glittering Phoenix Ember for everyone in the raid group. No previous quests are needed to get the item.
Inert Phoenix Ash - This item drops from Scorching Elemental at Fireplume Ridge in the center of Un'Goro Crater. You are going to need 20 of these and unfortunately, the drop rate for this item is pretty low. Ideally you join a group and everyone can loot each other’s mobs. The Scorching Elemental shares its spawns with Living Blaze, so make sure you kill both.
Sacred Phoenix Ash - Head back to Spires of Arak and look around for cookpots around the area, and you will find the Sacred Phoenix Ash inside of the cookpot. These have a respawn timer of between 15 to 30 minutes, so if you don’t really want to be flying around empty cookpots, just sit and wait for the ash to respawn in a cookpot and keep doing this until you have all 10.

Step 4: Once you have the above items, head back to Zektar and purchase the Phoenix Ash Talisman. This is just one of the items you need for the pet.

Step 5: Next you need to collect 20 Ash Feather and 15 Smoldering Phoenix Ash from the The Waking Shores.
Ash Feather - To see these items, go to Griftah and purchase Ash Feather Amulet. Using this item will give you a 1 hour buff enabling you to see Ash Feather on the ground close to Lava Hatchling and Lava Phoenix.
Smoldering Phoenix Ash - These drop from Lava Hatchling and Lava Phoenix in the The Waking Shores. Item is a bit of a rare drop so be ready to dedicate some time farming these.
Tip: Purchase the Ash Feather Amulet before you start farming the Smoldering Phoenix Ash and collect the Ash feathers at the same time.

Step 6: Once you finally have all the items, that is, 1 Phoenix Ash Talisman, 15 Smoldering Phoenix Ash and 20 Ash Feather, head over to Tarjin the Blind all over to the west side of the The Waking Shores, coordinates 16,62, where he will have a quest called Tale of the Phoenix, which will give you the pet in exchange for the items you collected.

And gratz! You’ve got yourself the Phoenix Wishwing pet!

The Djaradin could have already taken over all of the Dragon Isles if they just saw past their massive egos.

The primalists are moving heaven and earth to help these utter idiots and not even a single "thank you", instead they will eliminate them in the end if the dragonflights are wiped out. They actually cannot handle the truth that they are getting help from non-titaned dragons and outsiders, its like it makes them not be able to sleep at night.

If you are faming skulls for weekly quest, easiest way is to go to /way 40 80
in The Waking Shores and kill NPC Khakad the Ancient.
He always gives a skull and respawn very fast. just do it 5 times
