When your Warband unlocks Snuffling by reaching Renown Rank 2 with the The Assembly of the Deeps, you can start to dig in patches of Disturbed Earth (not marked as treasure on your minimap but easily recognizable when you activate outline mode) in all Khaz Algar zones to find wax (and other things). There are dozens of interactions when you dig and you'll pick up different amounts of Odd Glob of Wax. You'll need these globs of wax to acquire Firelight Ruby.

When you contribute 100% (10 contributions of 5x Odd Glob of Wax) to Middles's collection in Gundargaz in The Ringing Deeps) you'll be rewarded with 1x Firelight Ruby, the currency used on Ruby Vendor Gnawbles for a variety of things like battle pets, toys, crafting reagent containers, and more. This is about the bar for the personal reward only (that'll also immediately reward 10x Valorstones for each contribution on Level 80 characters). Right now it looks like there's no limit on player wax contributions.

In Build 11.0.2.55399 they also added a description for community contributions. Whenever a player in your region receives a Firelight Ruby by filling their personal bar, 1% is added to your region's progress. When the community's progress reaches 100%, another purchase will be unlocked on Gnawbles.
Unfortunately, this was added so late, that we probably unlocked all (?) 11 purchases and can't figure out what the vendor will have in store initially. So be prepared to not have immediate access to some things you like (e.g. Coppers the Kobold).

It's also notable to mention turning these in on lower level characters gives xp for each contribution.

Not much information on this yet. There was no purple glow for me, I just sort of stumbled upon the dirt pile. I do think when I finish my pathfinder achievement and have regular flying, it will be an easier task finding this dirt piles. Right now, I am sure I am flying passed without even seeing them.

I want to note that this nodes are not like mining or herb nodes in any way, shape or form. They are not trackable (yet?) and unfortunately, once one player loots it, it then disappears.

At Renown 5, you will unlock the quest "Close Encounters of the Snuffling Kinds". This will activate rare events during your Snuffling encounters, providing additional challenges and rewards.
The mini games I have noticed so far are:

Flying Orbs of Wax that you propel into the air for and grab as many as you can

Falling wax globs that show circles on the ground where they falling to. Simply get into the circle and snatch.

various types of mob kills for various quantities of wax globs.

For reward purposes, you contribute 5 Wax per time which will increase your personal bar by 10%. Each 10% rewards 10 Valorstones.

The best place I found to farm these is around the farm plots in Hallowfall where the daily Lamplighter quests are. (63, 30). If you have the highlighting option turned on these are really easy to spot. Stop, do the mini game, profit.

You give the wax to the npc to the right of Gnawbles. I gave a few and got the ruby to buy the Waxy Bundle from Gnawbles and it completed the quest. I only had 20 globs, so it's less than 50 if the bar is partially full when you contribute.

Absolutely farm in Hallowfall from Disturbed Earth. Not sure if there were more of them there or just easier to see with the purple highlight because of less ground clutter. Either way, good place to farm.

Blizzard being Blizzard nerfed all wax turns ins by 80%-90%, previously you could get 8-10k gold per turn in (50 wax), now you only get 1-2k. They're now only worth farming as an alternative way to get Valorstones (every 5 wax = 10 Valorstones) or if your farming them not for the wax but for the rng loot they give like mats and green boes.

If you don't have an outline, change the Outline mode setting in your graphics settings. For some reason even though I had it on high, I had no outlines, changing it between good and high again fixed it.

Just a little thing I wanted to add that may or may not be "fixed" by the time anyone sees this comment: If after clicking Disturbed Earth you get thrown into the air and have to collect the floating spore things, just get on a flying mount after your first landing and collect the rest. They stay up for a while and currently do not necessarily have to be gathered via the intended method.

Come season 1, the amount of valorstones you get for turning in wax has been halved to 5. No reason, it wasn't a good farm or anything, players were doing it so they nerfed it.

Turn ins got nerfed to 5 valorstones, because Blizzard loves to nerf untested things. This one wasn't even bad.

A few things to add that I haven't heard from other respondents;
1.) No matter where you find one of these nodes picking one up seems to initiate another to spawn right away, in my experience usually 4-6 nodes. After I loot one I look around and if another isn't in eye-shot I mount up and fly a spiral pattern centered around where I found the last one.
2.) Everyone focuses on Hallowfall, but these spawn in every zone, and they count as chests out in the world. That means they're a great way for a passive player to farm Sparks for the weekly PvP quest.

When I go to donate wax to Middles, the progress remains at 0%. Relogging seemed to display the correct amount of wax donated.

Turning these in will give Valorstones up to 150. After that it awards Resonance Crystals instead. Not sure if this is a daily or weekly limit.

I always farm these for the weekly, but I noticed even though i'm looting 2 sometimes, only 1 gets registered towards the quest. At first I thought I wasn't seeing right, but then disabled auto-loot, saw that the drop was clearly 2x but only 1 registered. Weird.

I purchased 2 No Waxy Box of Rocks today, and each one contained a Null Stone, so while the contents may have been nerfed, it's currently still well worth while.

They are purchased from Gnawbles, for from today, at a cost of one Firelight Ruby each.

You earn the Firelight Ruby by turning in 10 x 5 No Odd Glob of Wax to Middles.

If you are turning these in below level 80, you earn bonus experience rather than valorstones. However, if your bags are full you will not immediately get the xp. It should go straight to your mailbox though as mail from Thaumaturge Vashreen.

So earlier today i checked out all the locations of Odd Glob of Wax, but only one of the locations actually had a Odd Glob of Wax, anyone know anything about that? :)

In Isle of Dorn is my go to for these. The area is loaded with dirt spawns and unlike Hallowfall there's no hostile mobs around to bother you.

The turn-in NPC is Middles, in the house (with waxed figurines outside) at 48,35 Gundargaz City, The Ringing Deeps.

You need a minimum of 5x Odd Glob of Wax for the Wax Contribution with Middles.

Using Inky black potion makes the disturbed earth really easy to see, you can buy it on darkmoon island, Rona Greenteeth sells it, she's located in the forest @ 36.6 58.6.

They are in a building just up the way from Waxmonger Squick (who is just down the stairs from the Gundargaz fly point)

Bugged as of of 11.1.5.

If you turn in any globs of wax to Middles, and log out your percentage resets to 0%.

I submitted a bug report and also posted on the WoW forums and others were having this problem as well.

EDIT: appears to be fixed as of June 3rd. I was able to deposit some wax (just 10%), log out, and it did not reset.

I don't know if I'm having incredibly bad luck or if I'm missing something, but I've flown all over the places folks have suggested, and I can't find a single sparkly rock. I even just started running on foot and moused over every rock I saw. I've tried dropping the quest and getting it again. No idea what's going on. Is there something I have to do in addition to picking up the quest and heading out to look for the disturbed earth?

EDIT: Incredibly bad luck, apparently. I only found two in half an hour.
