When used it will apply to you the buff Ash Feather Amulet for 1 hour, which will allow you to see Ash Feather spawning when you are on the Slagmire and the Burning Ascent, the areas surrounding the Obsidian Citadel. They contain Ash Feather.

20x Ash Feather are needed for the turn-in quest Tale of the Phoenix given by Tarjin the Blind at 16.16 62.62 on the western coast of The Waking Shores in exchange for the pet Phoenix Wishwing. /way #2022 16.16 62.62 Tarjin

NOTE: Currently the Ash Feather will spawn anywhere, the description of this item suggest this might be a bug.

Taking this into consideration it is better to use this item on a place with a high contrast for the fiery feathers, like the snow in The Azure Span.

Ash Feather

The feathers may be related to the Smoldering Phoenix Ash that drop rarely from phoenix mobs and have no known use either.

Just like the Secret Fish Goggles, it's a hidden npc that follows the player with the aura and spawns per set x time.
If you wanna see it, use the Void-Touched Souvenir Totem.

Alright, so I went to Winterspring on top of a hill (/way 54.1 44.7), and tested it out, because it's easier to see them from above.

Using this item will buff you for 1 hour
Feathers spawn every 15 seconds or so
They spawn in a ~30 yard radius around your character
They despawn 30 seconds after spawning
There's always max 2 at a time on the ground
You can pick them up while mounted
They stack to 50
They spawn while you're standing still, moving or hovering

Mount choice doesn't matter but I did find that hovering like 30 yards in the air makes them spawn in a smaller circle and consequently makes them easier to pickup, so if you find the sweet spot to hover at they might just always spawn beneath your character.

If you are having trouble mounting and taming Tame Magmammoth:

1. Go buy Ash Feather Amulet.
2. Find a Tame Magmammoth
3. Relog the game
4. Use Ash Feather Amulet
5. Mount the Tame Magmammoth
6. Use Magmammoth Harness

Dont know why it works but it does.

Be careful renewing the buff. Mine had 10s to go, so I clicked the amulet again, which went on 1 hour cooldown, but it did NOT refresh the buff!

Using this item will give you a 1 hour buff and enable you to see Ash Feather in the The Waking Shores, which is one of the items you need to get Phoenix Wishwing. I have a step by step video guide on how to get the pet here - https://youtu.be/a_XX5b7P3oY

How to get the pet:

Step 1: Before you start, make sure you have done the Worlds of Draenor campaign quest at least 5/9. You can check from this achievement Between Arak and a Hard Place. You can also confirm this by going to 52,40 in Spires of Arak and check if you can see Zektar. If you can see him, go to step 3. If not, go to step 2.

Step 2: Head over to coordinates 37,18 in the northern part of Spires of Arak and find Azik, who will give you the quest The Shadows of Skettis. Keep doing the quest chain until you are at least five out of nine from the campaign quests, where at that point you will have Anzu give you the quest Cult of the Ravenspeakers. Go through the questline until you get to the quest The High Ravenspeaker, which will take you to visit Zektar and you are now able to purchase items from him. Now that you know you can see Zektar, it’s time to start the grind!

Step 3: To purchase the Phoenix Ash Talisman from Zektar you need one Glittering Phoenix Ember, 20 Inert Phoenix Ash and 10 Sacred Phoenix Ash.
Glittering Phoenix Ember - You can only get this item when the Cataclysm Timewalking is active. Find a raid group for Firelands and defeat Alysrazor, who will drop the Glittering Phoenix Ember for everyone in the raid group. No previous quests are needed to get the item.
Inert Phoenix Ash - This item drops from Scorching Elemental at Fireplume Ridge in the center of Un'Goro Crater. You are going to need 20 of these and unfortunately, the drop rate for this item is pretty low. Ideally you join a group and everyone can loot each other’s mobs. The Scorching Elemental shares its spawns with Living Blaze, so make sure you kill both.
Sacred Phoenix Ash - Head back to Spires of Arak and look around for cookpots around the area, and you will find the Sacred Phoenix Ash inside of the cookpot. These have a respawn timer of between 15 to 30 minutes, so if you don’t really want to be flying around empty cookpots, just sit and wait for the ash to respawn in a cookpot and keep doing this until you have all 10.

Step 4: Once you have the above items, head back to Zektar and purchase the Phoenix Ash Talisman. This is just one of the items you need for the pet.

Step 5: Next you need to collect 20 Ash Feather and 15 Smoldering Phoenix Ash from the The Waking Shores.
Ash Feather - To see these items, go to Griftah and purchase Ash Feather Amulet. Using this item will give you a 1 hour buff enabling you to see Ash Feather on the ground close to Lava Hatchling and Lava Phoenix.
Smoldering Phoenix Ash - These drop from Lava Hatchling and Lava Phoenix in the The Waking Shores. Item is a bit of a rare drop so be ready to dedicate some time farming these.
Tip: Purchase the Ash Feather Amulet before you start farming the Smoldering Phoenix Ash and collect the Ash feathers at the same time.

Step 6: Once you finally have all the items, that is, 1 Phoenix Ash Talisman, 15 Smoldering Phoenix Ash and 20 Ash Feather, head over to Tarjin the Blind all over to the west side of the The Waking Shores, coordinates 16,62, where he will have a quest called Tale of the Phoenix, which will give you the pet in exchange for the items you collected.

And gratz! You’ve got yourself the Phoenix Wishwing pet!

Hasn't been noted yet on this page, but can also be used in Un'goro Crater to collect feathers while farming Inert Phoenix Ash. This is double confirmed now on beegkitty's comment. Feathers can be collected while using flying mount.

Atop the Obsidian Throne around 23.55 is a nice wide empty circle that you can sit in and grab them. It's also conveniently located near Griftah and Tarjin so you won't be going far if this is your last item.

Probably I will be forever carrying this in my bank, thinking one time, yeah one time, they might change it into a toy. Just like that nightmare barrier breaking thingy from Ardenweald or the one putting you in phase for the horse mount there.
