Without getting too spoilery:
Make sure when you use each 'item' you see a Secrets magnifying glass briefly. If you don't someone else may have been using at the same time and you didn't get credit. Order of use doesn't appear to matter but perhaps that was the issue for me.

I have followed the tutorial step by step for the Secrets of Azeroth quest line. I just finished the arrows and turned that in, getting the “Inside Job?” part of the Whodunnit? achievement. I went to talk to Tithris, but he doesn’t have anything for me. I have tried talking to him with and without the cap, I have also tried to see if maybe I could talk to him on a couple alts as well, but no dice. Has anyone else ran into this problem or maybe have some tip on how to proceed with this quest line?

Just sharing my experience.

I followed the guide for this and went to all 3 lever locations and all appeared to have already been pulled and no longer had the cogwheel or magnifying glass but when I went into "inn-like building", the torch in fireplace was not visible. At first I figured out that I didn't have the cap toy on but even when I clicked it and had the buff, still no torch. /reload didnt help. Existing the game and logging back in didnt help. Logged back in that afternoon and checked again..no torch....Losts of research later to see if anyone had the same issue, flying back and forth to Val still with no luck. I flew back to the Levers one last time before I put a ticket in or gave up. What I found was that apparently when I first went in click the levers, I didn't have the cap toy active for one of them. I made sure I had the cap active and found 1 lever that now had the cogwheel to click it. Clicked it, flew to the "inn-like" bldg and BAM..torch was visable.

Hope this helps somebody out there.

I can't get the innkeeper to give me this quest. He only offers me "Idol Searching" -- the quest that gives me Preservationist Dispatch Two.

And unfortunately, solving Preservationist Dispatch Two requires the Torch you get from doing "Security an Artifact" and following the first Preservationist Dispatch. Attempting to get the torch without having done "Securing an Artifact" results in the levers not being pullable. :-O

It says the Primalists are threatening the Life-Binder Conservatory and an important artifact is at risk. I need you to locate and secure it before the looters do.

The coordinates on the note should work with that funny looking "Thinking Cap" you have.
