For anyone that is looking for him now, and happens to have coordinates, he's at 47.77, 69.07 in Blackrock Mountain. Facing out from the LBRS entrance make a left then take the next left and he's down the ramp at the bottom of the one across the intersection.

He spawns in Blackrock Mountain on the way 2 the entrance 2 Blackrock Spire...he is not an elite, in fact he respawn rate is much much faster than the other NCP's around him! ive also noticed that there are many bosses in Balckrock Mountain instances especially in BRD, there r many bosses marked as rare elite that show up every time. He is just another example :P

ok this guy is found in the corridor leading to blackrock spire! And in 3.3 u still need that letter to enter in blackwing lair.

To be completely bizarre, the SiverDragon addon (detects rare spawns) went off and told me it detected this guy ... as I popped out of the portal from Silvermoon City to the Blasted Lands. This may be connected to the fact that I was in BRS a couple hours earlier, hard to say. I did happen to have the Blackrock's Command letter in my bags, which I picked up off something I killed in the entrance area before the BRS instance entrance (maybe it was off this guy? I wasn't paying attention to what I killed) but I hadn't accepted the quest in the letter since I was only entering BRS to grab the Elder for the Lunar Festival.

Facing the UBRS portal, go right. Turn left down the stairs. He should be at the base there in a little crevice.

This guy currently respawns very quickly, in a minute or two. He also drops the quest starter item for everyone. So, if you have a raid that wants to get attuned, you can kill him once, and then everyone can pick up the item. Any laggards can easily kill him again. You just have to know where he is.

As mentioned above, walk out of the Blackrock Spire portal, turn left, then take the first left. He'll be right in front of you.

Post-Cataclysm: The Scarshield Quartermaster is still present, still rare tagged, although doesn't immediately drop the quest starter item Blackhand's Command for higher levels, which once completed in UBRS allows you to be attuned to Blackwing Lair (BWL) and one can then use the portal orb outside of the BRS instance (far right down the hallway). Respawn timer for this NPC is now set to roughly every 30-60 seconds.

Be advised that Normal difficulty mode is no longer available for Blackwing Lair (BWL) while attempting to use the outside orb (which means a heroic raid group). And the portal inside UBRS requires you to be in a raid group.

What are you saying, "He doesn't immediately drop the quest starter item?" He either drops it or he doesn't.

I went to kill him yesterday and he didn't have it at all twice (but once we were in a raid group and I don't know if it's possible for him to drop a quest item like that while in a raid group).

ETA: I just am confused why this mob seems to only sometimes drop the letter.

After only 6 years Blizzard finally managed to remove the rare symbol.

To find the Scarshield Quartermaster face the Blackrock Spire (UBRS/LBRS) entry portal but do not go in. Turn to your right (south) and walk down the corridor - go past the little alcove on the left (with small sacks and a big sack with spears sticking out). Take your next left, head down a short ramp and stop there - he stands at the landing of the ramp. If he is not there he will probably respawn soon. (Coords 71,53) - I found him after patch 5.1 was released, so he is there since Pandaria was released and he did drop the item that gives the attunement quest the first time I killed him.

FYI, since 6.0, this quest is not necessary. Posting comment from wowhead user PB2406 explaining how to get into Blackwing post 6.0 so others don't have to waste their time like I did :)

Here is the original post of his.

Since the 6.0 pre-launch, UBRS is only accessible if you are lvl 100. Which makes the attunement quest impossible to complete. Don't bother with it! Blizzard put out a hot fix so that you don't need the attunement anymore to use the orb. So here is what you do to get into BWL.

1- Go to Blackrock Mountain
2- Once you are in the molten span, fly to coords (63.0, 44.5).
-This is a small balcony you need to land on.
3- Go through the small door on the balcony and turn right.
-you will see a hallway that curves to the right and has lvl 55 sentries (Not Elites) standing around.
4- Go down the hallway to coords (64, 71).
-This location is a dead end room with the orb.
5- Click the Orb.
Welcome to Blackwing Lair.

On another note. If you die in the instance, your spirit will pop up by the balcony. Just run down the hallway to the room where the orb was and run into the wall on the other side of the room. You will not see the instance portal there, but it will take you back into BWL.

I tested this today and it works!

Still drops a lorewise interesting quest item: Blackhand's Command. Though not sure if any use now. You don't need flying to access to this area.

Got both drops after 78 kills, had 4 shields by then

Just farmed out these 2 rares. Very easy. About 1 minute respawn timer. Took 17 kills total to get both, but even if it was more, I would expect this farm to be done in an hour or two with bad luck.

This NPC can be found in Searing Gorge (11), Blackrock Mountain, and Burning Steppes (2).
