He runs around the small island that the quest giver is on. Use the item on him and you will be able to ride him. Just take him across the north bridge to the pen and it you'll be done.

I had the same problem of not being able to find this guy once I was ready to do the quest. I killed raptors and looked for a good 10 minutes with no luck, but once I abandoned and reacquired the quest he appeared immediately.

So if you cannot find him I suggest dropping the quest and getting it again.

Easiest way to catch him: get near him then target him. Chase him around while you have him targeted and when he gets close hit the lasso. Took me about 3 mins.

Easiest Way to do the Quest:

1. Make this macro, helps a ton:

/targetexact Swiftclaw
/use Bloodtalon Lasso

2. Then spam it until you get him, he does a really odd circle, and can double back, from what I've seen.

3. When you get on him, don't try to run through the spiked openings! Go around and head through the wooden arch at the pen. You should get kicked off somewhere near the fire.

4. Quest completed, no problems.

(It was able to be done by just entering the pen from the spike openings, but that no longer works of course.)

...and I just realized that this is on it's quest page too, oh well.

I found that, since Swiftclaw is rather speedy, if you're having trouble catching up to him, make a note of his rough pathways and stand in his way. Seemed to work better than trying to cut him off, for me at least.

Since I saw no comment about it, I thought I'd give it a try.

I turns out that a bit up on the coast of Darkspear Strand (about the fishing trainers) you will be dismounted and Swiftclaw will disappear. So no running to Org.
Here I was hoping I just scored a fast mount at level 4.

Looks to be the same model as the Venomhide Ravasaur, so if you want this guy as your mount, you're in luck. Horde Only starting quest (Requires level 48 to start): Toxic Intolerance

EASIEST WAY to complete
There is a big stone square in the island, get over it, Swiftclaw will apear right beneath you and not moving at all.

As you know Swiftclaw cannot be stopped without completing the quest, so I decided to find out what happens when you /follow a target while on Swiftclaw, long story short, my game crashed.

If this guy isn't spawning for you, abandon and accept the quest again, but make sure you press the 'Accept' button at the bottom of the offered quest. Quests in the starting zones are automatically added to your quest log when you talk to the NPC, but the raptor's force spawn mechanic is tied to the accept button. I dropped the quest several times, but it wasn't until I actually clicked the accept button that he spawned.
