according to blizz, Frostwing hall is a different zone to the frozen throne You may want to edit that, i don't see them releasing 2 area's on one day.
Blizzard doesn't want to reveal anything about the Lich King fight, but I feel pretty certain we'll also see a limiting mechanic on Arthas himself. Maybe the one hour of attempts thing, or perhaps something different.
Do you really need so many attempts? So far ICC was not very "hard" but I could not visit the latest bosses, yet. Most Raidguilds will beat them in a few tries and PUGs will not wipe 20+ times before they break apart. So more attempts seem pointless. :)

I like the attemp system. It makes that only good raid can get to the end and not just raid with lots of time.
My guess would be that this is Blizzard's attempt (har-har) to focus on guilds that have skill, versus say in Sunwell Plateau where it was widely guessed that the world firsts were a result of guilds wiping on the bosses for 5+ hours on the bosses, say for instance Nihilum on Eredar Twins.
