Exelent tanking shield for farming highend instances/heroics for better one. Hopefully Horde Expedition is one of those reputations that will get revered or atleast really close just by questing and doing few instance runs while leveling.
Odd, this shield is inferior (at least iLevel-wise) to the
, which is obtainable at level 77, and can be made by any Blacksmith with a skill of 410 or higher.
Bulwark of Azzinoth
This shield, along with the caster version (and the Alliance Vanguard equivalent rewards) must be a cruel joke from Blizzard. It has the wrong level requirement on it. Every other level 78 required shield is iLevel 187, essentially drops from level 80 regular dungeons.
Shields of iLevel 166 should have a level requirement of around level 73. See
This is supported by the fact that you'll have the rep for purchase after completing the quests in the first four zones (Grizzly Hills, 73-75 being the last of the four).
This seriously needs to be fixed so that these items aren't already out of date by the time you can get them.

Expertise is not a mitigation stat. Dodge / parry / block are examples of mitigation stats.
Expertise reduces the chance that a mob will parry/dodge your attacks
What he was referring to was the iLvl of the item. Every item of the same iLvl will have the same amount of stat points. Stat points / item can be spent in various ways such as:

My point being is that there is no "reasoning" behind itemization, it is a set system and iLvl is iLvl and stat points are stat points. the bottom line is that someone arbitrarily assigned a level requirement to this item which is too high compared to other items of it's iLvl, thus making it fall off into obscurity like some other pieces of garbage that no one wants to use in the game (such as

The difference is if you can avoid parry and dodge from a boss, you do the maximum threat and have the least issues.
This might be the reasoning behind the differences.
That said, I'll still be looking for a Blacksmith at level 77..."
