For Alliance: To gain access to this blueprint you must either be level 98 or have fully opened up your Spires of Arak Garrison Outpost. To do so you must begin questing from the very beginning of the zone in the far north and work your way down to Southport. In Southport you will soon be able to choose which kind of outpost you desire.

After doing so, continue to quest out of Southport.

One quest in particular that isn't as straight-forward as the remainder is the small chain that begins with the quest Peace Offering. It continues through until you complete The Ebon Hunter and are finally awarded the Outpost Building Assembly Notes.

You will then be able to purchase this blueprint upon completion of that quest and obtaining the assembly notes.

As Alliance I did Peace Offering as mentioned, that brings you back to Southport.

Then inside the Den, Milly offers you the next chain - The Tinkertoss Twins. That leads to The Ebon Hunter and the Assembly Notes reward.

The quest is named "No Time To Waste" for both Horde and alliance and is a short chain. The Horde chain starts from "Attempted Murder" which is linked here: Attempted Murderand Alliance here: Attempted Murder .

Tooltip doesn't say it, but you need to be level 40 to use this (at least in Chromie Time).
