Well, it probably goes without saying that this would be the premier replacement for Prodigy's Loop in a Sorcerer's Ice Shard build. In combination with Prodigy's, you might even be able to spam Fireball as seems to be intended with Staff of Endless Rage+Spicy Mittens combo. What other build might this ring enable?

Edit: oh yeah, this would also be sick for Staff of Lam Esen+Zippy Boots build where you're spamming Charged Bolts with the Aspect of Static Cling.
