This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the second level of 3, with 1 more upgrade available.

This will very useful for players with the Enchanting skill, and has the following abilities for each level:
Level 1: Generates a batch of Enchanting components daily, and allows production of Enchantments. The building can store at most one batch at a time, and new batches are only produced if free storage space is available.
Level 2: Now stores up to two daily batches worth of Enchanting components.
Level 3: Unlocks Specializations, and ingredient capacity increases to a maximum of four daily batches.

This can only be placed on a small lot.

My question about this is:

Can you disenchant lower lvl items too? (vanilla to pandaria items)

Level 2 Enchanter's Study offers (without Enchanting):

Disenchanting items for more enchanting materials than the level 1 building
Placing up to 14 work orders, one requires 5x Draenic Dust and produces Fractured Temporal Crystal plus sometimes Sorcerous Air and Sorcerous Fire. It takes four hours for one work order to complete.
The following enchants and items:

Cloak enchants:
Breath of Critical Strike - 100 Critical Strike
Breath of Haste - 100 Haste
Breath of Mastery - 100 Mastery
Breath of Multistrike - 100 Multistrike
Breath of Versatility - 100 Versatility

Neck enchants:
Breath of Critical Strike - 40 Critical Strike
Breath of Haste - 40 Haste
Breath of Mastery - 40 Mastery
Breath of Multistrike - 40 Multistrike
Breath of Versatility - 40 Versatility

Weapon enchants:
Mark of the Shattered Hand - Instant damage plus a short dot from a melee weapon.

Other:
Luminous Shard - Creates Luminous Shard
Enchanted Dust - A vanity item

You can also assign a follower with Enchanting trait to the building. Doing so increases the work order yield (affected by the follower level) and gives the access to special visual weapon enchants (removed with Remove Illusion ):

I can confirm that Death Knights can use the illusions to change the look of their runeforge.

This is a very handy building to have if you are not an enchanter, as it lets you disenchant most of the green and blue items you'll get while questing in Draenor as well as enchant items yourself.

Unfortunately I am not able to disenchant old pre-draenor items of any quality nor am I able to disenchant "epic" quality draenor items. I've been collecting a lot of old gear in my bank with the expectation that someday the game would have a feature like this and I'm quite disappointed that it will not allow me to D/E the older items.

You can use an appropriately-equipped Enchanter's Study (Level 2 or 3, with a follower assigned) in a garrison that is not your own, to apply Illusions to your own weapons, I didn't check to see if you could use their functional-enchants enchanter, but you can also use their Font to disenchant your own items, but you're bound to the same restrictions they are (Only WoD Greens and Blues can be DE'd at an Enchanting Font.)

If you have the enchanting profession I don't see the point of creating this building. (unless you really want to have access to the "special visual weapon enchants".)

If you are already an enchanter, you don't need the building to cast enchantments. Additionally, the Fractured Temporal Crystals can be obtained by DE'ing blue / purple items (the building only produces 7 FTC per day at a cost of 35 dust and don't get me started on the availability of dust!).

Also, because the Crystals are not BoE they can be traded / sold on the AH by anyone and everyone.

So help me out with this. What is the point of this building for enchanters?

Where would someone with the building that isn't an enchanter get the Runed Copper Rod?

For anyone looking for a "Runed Copper Rod", the Enchanting building has one build in.
If you look at the table in the studies you will see a gear hovering over it, which will be labeled as "Enchanting Supplies".

This means that if you are attempting to create an ench, staying near your building when doing so will allow you to create it.

enchanting Illusions:
it's bop, but you can go to a friend enchanter's garrison and do the work at Ahm

+prolly you still have some alts with heirloom; if you enchant the heirlooms, it will stay after you mailed it!

You CAN actually D/E WoD epics.
I D/E the other day a spare Crown of Destruction that got from MC and it turned out to a full Temporal Crystal.
I have lvl 2 study with follower.
I still can not D/E epics bellow 600 ilvl, but a 640 ilvl epic was definitely D/E.
