Completed the achievement, but the blueprint is on neither the vendor in my garrison nor the Ashran one.

There is a vendor on the right side of the town hall that sells level 2 and 3 lumber mill plans, which are unlocked via the achievement

Be aware when you start farming Large Timber you'll be attacked by a 400k NPC that will hit for 10-25k per swing. When you defeat him 3x he'll be an epic level 100 follower with herbalism and "evergreen" meaning he can work in your herb garden or lumber mill.

In order to get Upgrading the Mill, you must locate a Petrified Ancient to chop down (warning, you will have to fight him) which in turn will give you Barkskin Tome. This quest item will then grant you this quest Legacy of the Ancients which is used to get Upgrading the Mill along with placing 75 work orders at your lumber mill to get your level 3 blueprint plans for Garrison Blueprint: Lumber Mill, Level 3.

I've had a lot of trouble trying to complete Upgrading the Mill with the limited information available.

In order to unlock the Garrison Blueprint: Lumber Mill, Level 3, there are a few pre-quest's you need to complete before unlocking the pattern.

Place 75 work orders.
Legacy of the Ancients
Reduction in Force (Alliance) or
Reduction in Force Horde

To start the quest Legacy of the Ancients you must find one of the Petrified Ancient with peon corpses around it and attempt to cut it down. The lumberjack you summon will try to tell you it's a bad idea before being killed by the tree, at which point you can kill it for the quest item Barkskin Tome

This quest requires that you kill 4 ancients, each in a different zone. They will spawn only when you are harvesting medium-sized Timber (not Small Timber). You'll be placed immediately into combat with them, so be ready. If you run out and drop combat, they will disappear.

It is possible to harvest Timber outside of the areas marked by the quest on the map, and they are usually found more frequently in areas with level 100 mobs, which I'll list as suggestions below.

Kuruk the Ancient - Shadowmoon Valley (Socrethar's Rise)
Loruk the Ancient - Gorgrond (Everbloom Wilds)
Hanuk the Ancient - Spires of Arak
Autuk the Ancient - Nagrand

Upon quest completion you will rewarded Treessassin's Guise.

You must save Alexi Barov in order to unlock the following quest.

Alliance: Reduction in Force
Horde: Reduction in Force

Alexi Barov is located in a random place (probably serveral places) around Draenor.
Just like a node on your map to find Timer/Ore/Herbs it will be in your minimap called Fallen Tree/Lumber.

Click the Fallen Tree/Lumber and then a minion will cut him free.
He will show his gratitude by going back to your garrison. Once back at your Garrison he will have a new quest for you which will open

When i clicked "show quest" in my quest log it showed me Nagrand. I searched everyone for about an hour.
Nagrand has majority of Timber (medium) or Large Timber.
I flew Frostwolf overlook, Talador where Small Timber is more common.

Once i landed from flight path, a Skull icon appeared beside a Small timber.
After a small bit of roleplay, they become attackable. Kill them loot the head and return to your Garrison to hand in the quest.
Kuruk the Ancient
You'll then be rewarded with Barov Lumberjack Caller , which summons lumberjacks, some of which are shirtless. The Barov follower also sells Spring-loaded Spike Trap

After upgrading your Lumbermill to LVL 3, Lumber Lord Oktron will offer you a quest called Tree-i-cide (Horde) Tree-i-cide (Alliance).
Very simple quest of cutting down Large Timber in Frostfire Ridge.

I just don't get why there's such a brutal requirement for Lumber Mill 3 compared to other Level 3 buildings. It just seems off.

I've tried to do it and although, like some people said, it says you have done the Legacy of the Ancients under Upgrading the Mill, if you don't know what this is, trust me, you have not done it. It's most likely a bug.
I could see it under "Garrisons > Buildings > Upgrading the Mill" as if it was done, but it wasn't. You have to look for a very specific tree, kill it, get an item, start a quest, look for medium timbers in four different areas, cut them down, and then you will have a chance to spawn a boss, which will drop an item and it's quite a pain. If you want more info, check Legacy of the Ancients.

I found Spirit Woods in Nagrand to be the best place to farm Timber for Upgrading the Mill. Was able to pick up 200 timber in about 15min. Just stick to the path and the spawn rate will refresh by the time you make one circuit.

Weldon Barov(Alliance), or Alexi Barov (Horde), is a follower that hangs out in your Lumber Mill and sells Spring-loaded Spike Trap. Followers and NPCs often share the same name, and most that we acquire from the world have a special identity (NPC ID Number). In this case, you would find the follower listed as Weldon Barov, Alexi Barov, or even as ... Weldon Barov - Alexi Barov which is the combined Alliance - Horde followers that share the same functions.

It is Weldon Barov(Alliance), or Alexi Barov (Horde), that sells Spring-loaded Spike Trap; and gives the quest Reduction in Force/Reduction in Force, which is one of the three steps required for Upgrading the Mill that enables you to purchase Garrison Blueprint: Lumber Mill, Level 3.

#1. START 75 work orders at your Lumber Mill

#2. Complete Reduction in Force (Alliance) or Reduction in Force (Horde)
- cut down lumber until Alexi Barov spawns, with his "band of brothers", or Weldon Barov spawns with his gnome harem. Kill Alexi Barov/Weldon Barov and loot /Head of Alexi Barov. They do not really spawn after you cut the tree down like the other mobs involved in these quests. You will simply see a dot for the tree you want to chop down, but when you arrive, the tree will not gear up with the sawblade cursor, and there will be a little group of hostile mobs surrounding it. You may not be able to target them immediately, but when you are close enough and they are in the mood, they will assault you and you can then kill them.

#3. Complete Legacy of the Ancients which starts from a Barkskin Tome, dropped by a Petrified Ancient.

FINDING Weldon Barov :

Once you build a Lumber Mill and have Apprentice Logging , you can save Weldon Barov and recruit him to your garrison. It seems Weldon Barov had a tree fall upon him and he needs you to remove the Fallen Tree with your Apprentice Logging or Journeyman Logging.

Fallen Tree can be found in many places and many zones. I have raised 2 characters since the expansion and raised 4 in the beta testing phase. All of my characters got Weldon Barov in the same place. I recommend:

/way Talador 73.7, 64.0 Weldon Barov (Fallen Tree - Requires Lumber Mill - Be Patient)

Fly to Terrokar Refuge, Talador and across the lake/river to the southeast (just a few yards away) is the Fallen Tree (uncertain of the respawn timer, but it is not too long). Use Apprentice Logging (or Journeyman Logging) on the Fallen Tree (the sawblade cursor will appear, and Fallen Tree shows on the minimap just as Small Timber does). Loot whatever item is offered -- THEN WAIT for Weldon Barov to appear. Eventually he will appear, and you talk to him. You will complete The Rise and Fall of Barov Industries: Weldon Barov to get Follower: Weldon Barov . Weldon Barov is now one of your Followers. When you return to your garrison, Weldon Barov will be standing at the front area of your Lumber Mill, offering you Reduction in Force.

Fallen Tree can be found in many places and many zones. I have raised 2 characters since the expansion and raised 4 in the beta testing phase. All of my Alliance characters found the Fallen Tree got Weldon Barov in the same place. I went there with my Horde character and there was nothing. Perhaps it is totally random or changes ever so often. In which case my Alliance characters could have won the lottery with the odds against that happening.

Fly to Exarch's Refuge, Talador where all the questing is done for the "Tomb of Lights". Norhtwest of the "Tomb of Lights" is a small body of water with a bridge going over it. Just at the edge of the southwest side of the bridge in the grass was the Fallen Tree. Use Apprentice Logging (or Journeyman Logging) on the Fallen Tree (the sawblade cursor will appear, and Fallen Tree shows on the minimap just as Small Timber does). Loot whatever item is offered -- THEN WAIT for Weldon Barov to appear. Eventually he will appear, and you talk to him. You will complete The Rise and Fall of Barov Industries: Weldon Barov to get Follower: Weldon Barov . Weldon Barov is now one of your Followers. When you return to your garrison, Weldon Barov will be standing at the front area of your Lumber Mill, offering you Reduction in Force.
