He means in Menethil Harbor (for the horde) I had to look around for it, but as soon as you get in take a left around building in the middle and it's the last building on the left.

This book is also in the little tavern in the Cavern's of Time. If you run down the tunnel rather than fly past it.
A much easier alternative for the Horde (:

Those going to the Caverns of Time for this book, it's in the first building
Don't bother mounting the dragon to the center, as the building is just short walk from the entrance of the Caverns.

anyone else notice that when you read the book in game, on page 12 first line it says.. "A young, brazen scholar named Furion Stormrage, who had..." Isn't his name Malfurion Stormrage?

In Stormwind, the book is on top of the first pilar to the left when entering the Royal Library. Next to Donyal Tovald. Coords are 75,29.

After the shattering the SW location is on the right pillar at the entrance; behind the royal guard.

Can confirm this book and The Battle of Grim Batol are no longer in the Inn at Menethil Harbor.

Post-Shattering, this book is still located in the "Tavern of Time" in the Caverns of Time passageway. On the right as you're descending, it looks like a small cave with a lamppost outside.

PATCH 6.2 - Caverns of Time
Enter the cave from outside. DO NOT TAKE THE DRAGON to fly down to the center.
Shortly after entering the cave you start down the spiral/circular path. Before the path straightens out you will see a door on your right. The entrance is exactly at 62.91, 26.99.

Found this book in The Portrait room within (Legion) Dalaran. It's the room that contains the pillars of creation, and you can get to it via a portal in the center of Dal. The book was to the left as you walk in, sitting on a table by two couches.

locations in retail WoW:

The Caverns of Time (Tavern of Time) - Tanaris. run down the spiral and not far down you will find a cave looking entrance on the right with an NPC named Alexston Chrome. this is the "Tavern of Time" the book is on the floor of the room, on the left of the room.
Stormwind Royal Library - Stormwind Keep - when you first enter the library, there is a pillar with a royal stormwind guard to your right. the book is on the pillar.
Broken Isles Legion Dalaran - in the Portrait Room - this in the same area where the pillars of creation are kept. when you take the portal down, go to the left, you'll find the books by two couches

in classic WoW:

The Deepwater Tavern Inn - Wetlands (only classic era, pre Cata) its on the second floor of the inn on a table in the hallway area
