This enchant is very situational and expensive. Even if you want this enchant against a boss that is classified as a Giant, the odds are the boss is immune to slow effect.

The glow effect is the same as on Fiery Weapon, i.e. an orange fire glow.

Can't see why this isn't godly for Ret pallies, as it's the only slow they can get (that will be effective at 80 and that isn't obscure enough for me to not think of it :P). I'm pretty sure the giant part is just included to make it cooler.

I was under the impression (from the phrasing of the tooltip)
that both the slow and the extra damage worked exclusively against giants

The wording on this tooltip is misleading. This is what they mean.

Use: Permanently enchant a melee weapon to have a chance when fighting Giants of doing additional damage and reducing movement speed.

OR, rearranged,

"to have a chance when fighting giants of doing additional damage and reducing movement speed."

...
but should not be read

"to have a chance of and ."

I'd like to request a clarification on an ambiguous description:

Does "against giants" refer to reducing speed, or just additional damage?

So apparently, precise grammar is a game hint. From having learned various programming languages myself, I have a hunch:
If the coders had the same grammar skills that the game-writers have, the entire world of Azeroth would flip upside-down at noon. Sometimes you would log in and find yourself playing a stationary mailbox, unable to move (but making great profit!). When you proc mongoose, it would occasionally reduce your level to 7 (forcing you to roll a trade spammer until the GM fixes it. Or will he?).

Someone is going to have to spend an unfathomable amount of "pocket change" to test this probably-useless enchant out, or work some PTR skills that I don't have.

If this enchant is useful, your best bet would be to have a spare weapon with this enchant for battles with giants.

Could possibly be very efficient in Ulduar? (Patch 3.1)
From what I have understood Ulduar will mainly consist of giants(not confirmed).

Keeping in mind Ulduar is on the way and in comparison to current mob types involved with the titans and the bosses revealed in notes and cinamtics alot if not near all hostiles inside would be classified as giants.

A potentially great enchant for ulduar as can scourgebane be inside naxx

There are a few bosses in Ulduar who are giants, namely: Auriaya, Freya, Hodir, Ignis, and Steelbreaker.
However, it wouldn't really benefit you to slow any of these even if they were not immune.
Depending on the damage increase, it MAY be good for these fights, but really, who's gonna test it?
