Turn the quest in to Lord-Commander Arete at Death's Rise.

The quest item is gotten from opening chests while on the daily quest Intelligence Gathering, gotten at Death's Rise at 19,47. You can't loot the chests unless you are on the quest and have received Scarlet Onslaught Trunk Keys.

I guess you may have to do this daily quest more than 1 time. I did the quest but didnt get the Note :(

These captains are on the ships in the middle of the Harbor. Be careful, both of these captains respawn like nobody's business. Used the in game stopwatch, it's exactly 1 minute from the point their HP reaches 0 to the time they reappear.

Captain Hartford is on the ship at 7.1,42.0, I found her to be a bit annoying. She likes to frost nova and run, so ranged will have no problems with her. It just gets old.

Captain Welsington is on the ship at 5.5, 41.5, He's easier, just plain melee. He does a Concussion blow that can stun for a couple seconds but that's about it.

You need to be on the quest "Intelligence Gathering", from the Tauren on a DK Steed at Death's Rise. You can then get the keys to open the trunks scattered around the northern half of the island. Its a random chance it will drop from any one of those trunks.

[At first this note looks like any of the other intel that you've been looking for. However, a quick perusal of its contents disabuses you of this notion.

The letter conveys that Grand Admiral Westwind is present somewhere on the island, but that he is keeping himself secluded for now. He speaks of a glorious day that is coming soon in which the Scarlet Onslaught will wash over first the Lich King and then the rest of world to finally bring order to Azeroth.

The lord-commander will want to see this!]
