If your a rouge and you stand on 85,54 you can stealth and ambush kill stealth again and it will pop back up and allow you to ambush another one. The spawn rate is like every 5 seconds. so you got some time for a quick bandage. I found this the fastest way for me to kill them unless i was going to go evasion tank, blade fury, killing spree than just spam SS till they die

To find him, before you can go up the stairs to the second floor, to the right, the are some stairs. The color seems to bland in.

I killed him before I tortured him. He respawned within a minute, tortured him and killed him. Did not have to abandon quest.

Don't abandon. It still counts if you kill him first then torture him. Does not have to be in order.

For anyone having trouble, there are two staircases. One of them is obvious and leads up. The one you need it JUST before the room where that staircase is. It's kind of tucked behind the archway.

This building is laid out extremely similarly (possibly identically) to one of the buildings in the Death Knight starting questline. In that questline as in this one, you need to go down a stairwell hidden in plain sight - it's kind of difficult to see, but it's next to the staircase leading upwards.

The quest says torture "LeCraft" and kill "Alphonse". Quest must be a typo because it wants you to torture Alphonse, not LeCraft. There is no LeCraft.

The quest can be confusing. The first goal refers to Torturer Alphonse, but the second goal refers to "Torturer LeCraft", which might be a lore reference but had me confused for days, as no such character name actually exists. The second goal actually refers to Alphonse, not LeCraft.
