OK, there are two NPC's involved in this part of the quest line - both of whom should be known by any who got this far! However:

Sky Commander Adaris is at Blackwing Landing southeast of the Allerian Stronghold, at Terrokar Forest coordinates 64.1,66.9.

Rilak the Redeemed is in the north end of the Lower City district, at Shattrath City coordinates 52.6,20.9.

Coordinates were recorded with my Hunter literally standing in their shoes.
