Confirmed, these spawn in nagrand, mostly in elemental plateau water and yield 3-8 motes of water.

The easiest way to get primal water if you have enough fishing skill. i got 36 motes in 8 minutes... DEFINATELY WORTH THE TIME :)

Also just found 1 puddle of pure water in Lake Sunspring. near the 2 wooden piers.

So i can confirm u should be able to find them not just in the elemental plateau.

With 375 Fishing, 20 on rod and Fish attractor, you will catch em virtually always, unless ur really slow with clicking the bobber :)

Pure water , can be found mostly on the Elemental Plat in Nagrand and can be tracked with the fish finder and fished... Allthough my skill is still kinda low and most the fish in these lakes get away on me still , i can consistantly pull the motes from the pure water with my current skill... 316 Fishing + 20 Pole + 100 Lure = 436 Total , I have also pulled one Furious Crawdad in the nearby water most others get away...
