In Ashenvale on the Zoram Strand, chests on the beach are orange at 70 (I assume), yellow at 100 (confirmed since that was my starting point), and go green at 120. The chests under water can't be opened until you hit 120, when they finally go orange - so don't waste your Water Breating potions until then. Don't know why Bliz doesn't just give them different names to avoid confusion...

If you're having trouble finding any chests in the water at Zoram Strand, you might have better luck searching along the shore (on land). This was significantly faster for me since I could mount up and run up and down the shore.

The chests on land seem to be a lower level than chests in the water. At 137 skill, chests on land were green, chests in the water were yellow.

lvl 150 lock picking.

Lots can be found off the coast of Desolace as far northwest as you can go in the Veiled Sea, they are underwater in the sand surrounded by Slitherblade Nagas.

About 5 spawn at a time, also "mossy footlocker" can be found deeper out, they are 175 skill.

The ones in Lakeshire are orange for me, and I just hit 82. I'm going to assume that a 75 is required for them.

Coordinates I have for the ones I found of the cost of Desolace are:

Respawn times are about every ten mins, maybe every 15.
Bring Underwater breathing potion.

I just ran through these in Ashenvale, going from skill 100 to 150. I found none in the water, they are all along the shore and typically next to another structure/pillar. You can find them around BFD and I even found 3 spawns on the island in the northwest corner.

Swam around the south east side of Lake Everstill in Redridge Mountains for about 45min and got 100-150 Lockpicking. Dwarf racial find treasure helped will prob go faster if you have water breathing and increased swim speed

Just a note, the ones in the water (at Zoram Strand) require 110 lockpicking.

I got to 144 before my elixir of water breathing ran out.

The lockboxes are visible up to 60 yards as opposed to the
regular 30 yards for objects and rocks, so you can make
a big circle in the middle of the lake without needing to get close
to the lake's edges. Note that when you get within 30 yard sof the
lockbox a rock may appear and block the view.

Turning off the ground clutter in the graphics settings like mentioned above helps.

I was able to pick the footlockers in Redridge at a skill of 70.

The underwater versions (lvl 110+) at Zoramstrand in Ashenvale seem to be in two spots. One cluster around 8, 15 (near the small island at the top of the map) and another set in a strip from 9, 25 - 10, 21
