FYI, the non-tier head and shoulder pieces sold by the Triumph vendor next to Forudir and in Dalaran offer better stats than the Conquest set (in most cases). They do cost quite a bit more, but if you don't have the means to run 25-man ToC, then they are the best option available (assuming you don't need the 4-piece bonus).

Be sure to compare your options using the Compare tool here on Wowhead, just to make sure that the stat difference compensates for the lack of the set bonus.
