I've come across him a few times, but he never had a quest for me before I hit 79. Not sure if there's a level limit.

The first time I jumped down the well, I stopped in mid-air, and thought I was going to be stuck. However, I moved around a bit and jumped up and down, and was able to get ported, but it didn't land me next to the mage. I went up and tried again, but that time, it did. I was expecting to have to actually do a quest, but you learn the recipe as soon as you speak with him, as the recipe is written on his arm. Very convenient.

Ive done all the SB quests but the mage still wont give me the quest

Found the Washed up Mage, if you enter the Sewers closet to "The Violet Hold" head down the ramp, Go straight don't take any turns at the end of that hall you will come to a grate with the mage passed out behind it, right click him and complete quest to get the recipe.

The mage gives the recipe earlier than 375 - I just got it at 350 and it took me all the way to 400.

Of all the random and purposeless yet epic npcs in wow this one may take the cake, like hes attached to no quests right?
