A letter in my mail from the Argent Dawn arrived after turning in a note that dropped during the LK Scourge event off one of the ghouls referred me to this NPC.

I'm standing at him now and he's obviously a <Priest Trainer> but he won't speak to me, all he does is sell Friendship Bread and Freshly-Squeezed Lemonade.

Is there no follow-up? I mean I came to relay this message to him but all he does is sell me yummy things.

It seems like there are a few other notes that refer to different NPCs...

Upon turning in the rare drop quest item from the current scourge invasion, you will soon after (24 hours?) get a Sealed Research Report mentioning the death of Samla and Torgal, who wrote the original quest turn in item (of which I forget the name). The Report urges you to speak with either: Miles Welsh in Thunder Bluff or Elissa Dumas in Darnassus. Currently, Miles only sells Friendship Bread and Freashly-Squeezed Lemonade.

A little random but eating the Friendship Bread will pop hearts above your head, for as long as you sit eating it. The lemonade when you first sit to drink it shoots a little circle above your head... nothing amazing, but it's the only consumables I can think of that actually do something interesting when you sit down to eat them.

What about people not on the quest, is he a vendor for everyone?

Another dude to talk to for the quests from the Naxx event that DOESN'T DO ANYTHING.

Get a letter that says "talk to him" was hoping for a quest and rep, all I get is a trade window selling food that I will never use!

If you have the letter in your inventory and you talk to the NPC that NPC will sell you a food and drink item, Freshly-Squeezed Lemonade and Friendship Bread. Each are 5 for 32 silver. That's the only point of talking to the NPCs. You can destroy the letter afterwards and still be able to buy the items from them.

During the Scourge invasion event, if you turn in 前線的書頁 from 破爛的書頁, the Keeper of the Rolls will mail you a letter some time later indicating he's successfully identified some connections to Torgal.

Miles is Samla's (the intended recipient) father, and speaking to him after you've received the letter will unlock an option to buy 現搾的檸檬汁 and 友誼麵包 from him. There's no dialog or any programmed RP; you'll have to make that up yourself if interested.

You can delete the letter from the Keeper before talking to Miles and he will still offer the food and drink to you.
