According to himself he's the first gnome of Azeroth, it says he has the questions where gnomes ever came from, from the begining.

A titan named The Grand Architect builded tons of mechanical gnomes, but as the time pass they became humanoids caused from something called ''The Flesh Curse'' or such.
This appeared many thousand years ago..

What he says when you encounter him:

"You were looking for me, child? Why do you come to kill me, <name>? I only wish to help."

"Now that I have been reassembled, we can return to a time of perfection...the time of the Titans!"

"But, I can see it in your eyes, hear it in your pulse rate. You would destroy me despite my offer of immortality!"

"Very well. It saddens me that it has come to this. I look upon all of you as if you were my children. I will slay you if I must!"

...he seems quite like the epitome of the evil-toymaker. o_o

As a warlock, he doesn't give a soulstone for killing him with drain soul up. Either a clever part on Blizzard, saying mechs don't have souls, or more likely, he doesn't give experience and is thus exempt. I prefer the first explanation.
