you have to be at least level 50 to get grand master status. You can get a high level mage to make a portal to bring you to shattrath and then hoof it the rest of the way, but why would you not just stay in shattrath?

anyone know what is the minimum enchanting skill that you must have in order to train for grand master?

First off, if you're a Dranei enchanter, you HAVE to go to this guy, because as stated below, the trainer inside Shat is a Scryer, and Scryer's HATE Dranos...

Anyway, as of one of the recent patches, if you get ported to Shat and go to the Flightmaster, you will automatically have the Flight Point for Honor Hold - no more having to "hoof it" as was said. Just hop a flight to Honor Hold and train away....
