As it was mentioned, the overseers have a high chance of dropping the drain schematics ( https://www.wowhead.com/wotlk/item=24330 ) for the drain schematics quest ( https://www.wowhead.com/wotlk/quest=9731 ). I found that doing the quest "Balance must be preserved" ( https://www.wowhead.com/wotlk/quest=9720 ) was a good way to get the drop. The reason is, you can use the provided Ironvine Seeds over and over on the same pump to pretty much summon an overseer. So now you don't have to wait for them to re spawn.

I did this only at the Umbrafen Lake Controls so far, I don't know for a fact if this works at the other drain controls, but I assume it would.

If you manage to entangle the controls before killing them, they'll come at you afterwards.

This can be a touch allusive if you don't know to look AT THE STEAM PUMP.. these are structures that stand very tall, have a rotating "propeller" (kind of one.. a bent one.. hehe) rotating horizontally .. the dude is standing in each of these.. I think he 100% drops the "Drain schematics" to start the drain quest.

I killed about six of these guys, then I killed one bloodscale overseer and it dropped from him.
