He is a small dwarf that is not mounted, as can be seen from the screen shots. He is in the Expedition Armory at the location mentioned above (54,83). Easiest way to find is he is on the raised platform just north of the far south wall next to the broken fireplace.

The drop chance is 100%, the reason it doesnt say, is because someone have killed him and looted him without having the quest

HORDE ONLY: If you're doing the quest for the Battle Horn, it is best to come from the east at Spinebreaker. There is a gap in the fortress wall so you don't have to run through all the mobs. Just do a straight line from Spinebreaker to 54, 83 and you will have to fight at most 1-2 trash mobs.

Just killed him alone at level 60 as a prot paladin.

The way I snuck in without fighting anything, was pretty much stick to the side of the ledge, not to close to walk so slow not to fall off, but close.

He is in the far Southwest corner of the Armory on an old home pad

he was pretty easy, just at the cords listed above. Easier than the archmage, with all that casts and the shield blah blah blah. Only one tiny shield slam and 5k... if u can't kill him, don't try on the Xentin guy...

You dont have to fight all the way to the back ... you can just go in through the 'gaps' in the wall where it is broken to the bottom (south). You can get in through the one a bit more north and the out again through the one a bit more south both are at 56, 82

respawn on this guy is roughly 20 seconds so if you had a hard time killing you might want to leave the area

Thalvos spawns in the southwestern portion of the town, by the warp fields. Best way to reach him (requiring the least fighting) is by going around the outside of the walls and coming in from the break in the walls in the SW corner.

He spawns by the gate in the south wall...on the platform for a burnt-down building

少校薩沃斯 is a quest related mob, you need to kill it and loot 不屈戰爭號角 to complete 戰鬥號角 quest.
He is also quest related mob for 與領導者同在 - need to kill him and 大法師辛特 in the same area.

Follow the west of Spinebreaker Post and reach Expedition Armory area. Now you should check the southern wall of the area. Wipe out some mobs if needed.
少校薩沃斯 can be found in ruined house next the the southern wall of Expedition Armory. He's usually alone and can be defeated with ease.
