Can be found around the Necrotic Shards that spawn in various places during the Scourge Invasion event.

They don't seem to do anything too special and even the level 70 ones were easy to solo as a level 64 hunter with below-average gear. Just take one at a time and you shouldn't have to do much to take one down.
