I don't know exactly when but he's been moved to Everlook, he's no longer found in Orgrimmar. I discovered this after futilely searching for him for almost 30 minutes then asking a GM.

He is in the Eastern side of Everlook in Winterspring--tloc = 62,38

I just got this quest last night, but I have not gotten enough E'ko's to turn in to see if quest rewards are the same. It is listed as Horde only when I searched it.

Hmm. When she talks to you about E'ko and where to get it, she says that Winterspring is a good START.

She was moved from Org to Everlook in 1.7

It's a Horde-only quest as far as I know.

The drop rate on the e'kos is not spectacular either from my experience.

This guy gives a set of repeatable quest, each one rewards a consumable that gives a buff.
Here is a quick list of each item and the reward it gives:

3 x 霜刃魂精 > 3 x 魂能之速
3 x 寒水魂精 > 3 x 魂能之力
3 x 裂齒魂精 > 3 x 魂能之灰
3 x 梟獸魂精 > 3 x 魂能之詐
3 x 冰風魂精 > 3 x 魂能之寒
3 x 冰草魂精 > 3 x 魂能之遁
3 x 霜槌魂精 > 3 x 魂能之擊

the E'Ko quests do not count towards loremaster

Following macro allows you to quickly spam-complete a certain Juju quest when interacting with the NPC.
In the below example I'm using the number 5 on code row 1, 2 and 4; which is the Ice Thistle E'ko quest.
Simply change this number to the Juju you want to complete. Talk with the NPC and count which quest it is (1-7).

/run C_GossipInfo.SelectAvailableQuest(C_GossipInfo.GetAvailableQuests())
/run SelectAvailableQuest(5)
/run AcceptQuest()
/run CompleteQuest(5)
/run GetQuestReward(1)
