From my experience these are more rare to skin than other hides. On 20 stacks of rugged leather I've gotten 9 of these.

Totally stupid.. This hide dropped to me In Onyxia 25-man lvl 80 raid. they must have forgotten to chance it from lvl 60 instance.. :P

Highest level raw hide from Classic, only used to craft 熟化毛皮, which in turn is used in many high-level Classic crafting recipes.
Since curing requires 精煉石中鹽, which is made with 篩鹽器 on a 3-day cooldown, there is almost no demand for this hide in TBCC.
