For people having bad luck getting these boots, you might want to go for Ice-Steeped Sandals instead. Though they're a downgrade in all regards, they drop from the first boss in reg PoS so they're easily farmable. The difference is: 9 Int, 6 Sta, 16 Spi, and 13 Spell Power

Both boots have the same amount of haste. If that's why you wanted the Prelate's Snowshoes, you won't feel too bad about having the ilvl 219 boots.

Edit: Relentless Gladiator's Treads of Alacrity are also a good alternative. You get a yellow socket and lose 17 int and 61 spirit. If you don't care about spirit they're about equal.
