Well, if we weren't sure which seal was going to be the DPS output this certainly answers it. An AP increase of 460-556 prociing off simple ticks... going to be awesome. If it's like the other pally relics that I have used (Libram of Reciprocation) or whatnot, the proc will be pretty consistent and active quite a bit.

Edit: Alright, I played with this Libram for over an hour on the PTR. As of right now, it has an almost constant uptime while fighting. It is by far the best ret relic I have yet to have played with; a must have for the DPS.

I see that this is a very nice ret libram, it also might be able to be used for tankadins as a BV/threat libram.

200*1.15 = 230 / 2 = 115 * 1.30 = 149.5 BV (Assuming 5/5 in divine strength and 3/3 in redoubt)
Not saying that it's a tanking libram though.

Edit:
I spent half a min looking at the tanking librams, LoO still would outperform this libram (as far as blocking is concerned).

In short Solid Ret Libram and not as useful for prot.

SoV will be the top if youre fighting anything that lives over 15 seconds or so. For everything else SoR (remember that seal?) will be better frontend damage.

SoC is still junk.

Blizzard wasnt looking to nerf ret paladins. Anyone with half a brain or who knew their class well enough could see great value in the patch notes. For one using Art of War for FoL in PvE was pretty useless in the scheme of DPS output and having Exorcism on it's proc isnt terrible, esp for PvP. Glyphing for vengence gives A LOT of room now to gear around expertise and for more dmg. I dropped glyph of exorcism and kept judgement/consecration, considering that paladins were (i think) the only class that couldnt talent for expertise, and some of the top-end weapons are not always maces/swords, 10 expertise from Glyph of Vengence shouldnt be overlooked. Beyond this, SoC now does dmg like martyr without taking any damage from it making it better than it was and better than martyr for PvP, however with this libram i think SoV might be the way to go in PvP, until 3.2.2 when SoC with hit up to 3 targets. Even in the Paladin Q&A they said that paladin dps was not where it was supposed to be for 3.1 and we're looking for ways to buff PvE dmg and level off PvP burst. Great LIbram! Thanks for the info on its up time was hoping for 45 sec icd, but seeing 70% chance to proc made my year!

This libram a 6 second cooldown, and a 70% chance to proc on SoV. So basically it has a 95% uptime, or worth 190 strength.

This libram pretty much makes SoV/SoCorr the no-brainer seal for anything that'll live longer than, say, 6 seconds. Even if you don't get stacks up, that extra AP goes a long way with damage from the rest of your abilities.

Some interesting notes about this libram, after picking it up:

Finally Blizzard gave us a level 80 Libram which doesn't fail (I.E. Increase your DPS by some negligible amount, like 30). I've noticed a several hundred DPS gain on raid bosses since before, when I was using Libram of Radiance. This is well worth the 25 badges - I'd say it should be worth far more, seeing how big a DPS gain it is.

The buff has a 70% proc chance and 6 second ICD. The ICD prevents a rebuff at the 6 second mark as well. Since it lasts 16 seconds, it has 3 chances to reapply itself before fading:
To see the chances of it wearing off while Vengeance is still ticking:
0.3 x 0.3 x 0.3
0.09 x 0.3
0.027

This has a very remote chance of 2.7% to fade if Vengeance is still ticking. Of course, you'll get unlucky once and a while, but for all intents and purposes it's a passive buff.
Theoretically, it's static Strength value is:
200 x (1.00 - .027 x .875)
200 x (1.00 - .023625)
200 x 0.976375
195.275 Strength, which is 494.046 AP with Blessing of Kings and Divine Strength.
That's a increase of 35.28 DPS in white damage alone. Note: I assumed the buff reapplies itself on the tick right after fading for ease of calculations, on the 18 second mark.

Plus the buff it gives shares the name and icon of the Crusader enchant's buff, Holy Strength. Pretty cool element, too.

If this libram remain unchanged in 3.2.2 it get quite popular for tanking because 60% of the str will give SP. So in a raid you will get approximetly 333 sp and 556 ap wich is MAD in terms of agro.

Slightly bad math on the effective up-time. The 6 second ICD actually prevents it from rebuffing you on the final tick while the cooldown's wearing off so you end up missing one more tick than your math accounted for during the buff duration. The effect is that there are three total chances for the buff to refresh before falling off.

30% chance to fail on-tick ^ 3 relevant ticks => .3 ^ 3 = 0.027 = 2.7% chance to fade without a rebuff.

Well either way.

I am going to get this libram for my protection paladin just to increase threat output and damage per second :D
It will be also interesting to see how this effects when multiple targets have seal of vengeance debuff spread out by hammer of the righteous effectively there can be 4 targets that have seal of vengeance debuff ticking on them so likehood for this to buff to fade goes minimal.

Also I think that I will use this when
https://www.wowhead.com/wotlk/item=47664 gets too weak due diminishing returns.

No one has mentioned the fact that due to the talent tree change for Touched by the Light any increase in strength also gives an increase to spell power. If you were to use this trink, as a tank, in place of Libram of the Sacred Shield (450 SBV). You would trade about 300 SBV for an across the board increase in dps, both white and yellow. Assuming a SoR perfect spam every six seconds, or 300/6=50 dps= dps lost when trink replaced is less than the total gains in white and yellow damage the only question is whether or not from a defensive perspective the loss of a potential damage mitigation of 300 WHEN U BLOCK is worth trading for higher dps in general. If you are wearing 2 pieces of T8, and consequently getting a 10% dam buff to Seal of Vengeance, this trink will give a significant increase in overall dps and threat output at the cost of a small amount of dam mitigation.

Thanks to the SoC buff, it's actually viable for AoE - but with this libram, I'm beginning to think that thanks to Consecration scaling with AP (Thank you, Sheath of Light) it might even be a bigger increase in AoE threat using SoV. Any insane theorycrafters able to work out how the loss of Seal of Cleaving compares to an extra 120 or so spell power?

Clearly this is the best libram for delivering DPS in long, drawn out boss fights- which boss fights tend to be. However, when you engage trash mobs that drop dead in... let's say... 10 seconds or less, is it fair to say that this libram with SoV is outclassed by the combination of https://www.wowhead.com/wotlk/item=42852 with SoC? I can do some testing on the matter, as I'll go ahead and get both.

I decided to test this Libram out with my ret pally on the ? dummy and this is what happened.

I used my normal rotation just like i would in any dungeon / raid
I used my normal self buffs just like i would in a normal dungeon / raid

Seen as the Libram of Valiance works with SOV it wasn't going to work with SOC but.....

Normal 3 minute time test on dummy.

Libram of Valiance

SOV @ 3 minutes = 2.7k DPS (full 5 stack)
SOC @ 3 minutes = 2.7k DPS hmmmm

Libram of Discord

SOV @ 3 minutes = 2.9k DPS (full 5 stack)
SOC @ 3 minutes = 3.4k DPS

Now this says to me that the Libram of Discord is better? I did use the Valiance one on a HC dungeon with SOV and that came out as 2.4k DPS were as Discord with SOC came out at 3.2k DPS.

To be honest i haven't yet had the chance to test out the new frost emblem one (30 emblems) the one that Crusader Strike gives you 44 str and stacks up to 5 times, using that with SOC should prove to be quite nice :-)

Any other comments or suggestions would be greatly appreciated :-)

Got the Libram of Three Truths and yes it does work very well, adds 0.5K if not more to my usual dps :-)

I don't get why there are people bashing on this as a tanking libram.
Personally, I've always seen paladin as shield users, not dancing ballerinas. Holy shields increases our block chance AND does damage on successful blocks, Shield of righteousness pulls its damage from Block value...
Why would I want to dance around like a ballerina trying to dodge attacks when I could be taking them headon (apply directly to the foreskin!) with my shield?
I'll take extra dps (threat) and block value over dodge any day.
Of course, this is my personal opinion.
