As you can see on the "Dropped by" data, it can also spawn in the loot table of the patrol (two warriors and one chanter).

I cleared the entire camp before thinking about killing the patrol.
Lo and behold, it was indeed on one of the Warriors!

Since the drop rate is extremely low i would advice everyone to skip this quest - it's completely time inefficient.

If for some odd reason you want to dual wield mining pick I think it is the only non-main hand one.

Also dont equip it, only does 1dps. Use your brains people.

I took me
34 Shadowforge Tunneler, and
14 Shadowforge Darkweaver kills to get the (lucky) pickaxe.

I got it on the 34th Shadowforge Tunneler kill, and all kills were done at the Hammertoe's Digsite.
