It should be taken for granted that this glyph will be superior to Ice Armor if one must make a choice between the two.

Ice Barrier comes into play first before Ice Armor, and Ice Barrier will work against all damage (including dots) whereas Ice Armor only midigates against melee or physical damage types.

However, what remains to be seen is whether this glyph will hinder Shattered Barrier {https://www.wowhead.com/wotlk/spell=54787} in any meaningul manner. Or whether those 2 talent points are better put elsewhere. Probably, not since most players are dishing out gobs of damage now (post-Naxx). PvP mages in Ice Spec can probably count on their barrier working much like it used to do pre-3.0.8 (with damage and scaling considered).

It shouldn't affect the additional shatter combo opportunities from Shattered Barrier to any meaningful degree. Only less of the total damage will now actually get through.

An additional bonus is less effects of pushback from damage, meaning, more time to get off spells before being interrupted by damage.

What is strange for this glyph is that you need level46 to use it, while ice barrier is taken on level 40 with talents.

Even the Arcane power glyph requires level 40 this however is an exception.
