In raiding, most shamans will use their reincarnate on bossfights. After popping, you will often be short a few raid buffs, unless your raid have good reflexes, and this buff will help offest that nicely. Since it only takes up a minor slot, I'd go so far as to say this should be considered mandatory for raiding as a shaman.

Of course, you could just not die in the first place...

This might just be a good PvP glyph too, it's common practice to pop reincarnate and finish off someone who got the jump on you.

Anyone know whether the increase is included before or after the level of health and mana you return with is determined? That will determine whether this is any value or not to a caster shaman, since they only benefit from stamina and intellect.

I would like to note that you CANNOT stack several glyphs of the same type to increase the effect. Upon attempting to inscribe a duplicate Glyph at the Lexicon of Power you recieve the message:

"That Glyph is already inscribed in your spellbook."

Patch 3.0.8 is changing this glyph from "All stats increased by 5% for 1 min when you Reincarnate" to "Your Reincarnation spell no longer requires a reagent."

Best minor glyph for shamans in it for the long haul.

Not having to buy ankhs ever again is a great boost for us. Especially with the CD reduction in 3.3, this is a must-have for anyone.

Unless, they don't consider playing their shaman for more than a month, this will yeild a huge ROI based on how much you buy it for. But this is easily something to put on the book and have for years, and save hundreds, if not thousands of gold over the course of playing WoW.
