This may be the best DPS cloak for now for feral druids. The other options for top DPS cloaks are loaded with haste rating.

Of course, with enough haste rating stacked, a feral druid will benefit more from the OOC proc. In raid conditions, where a WF totem or other buffs can bring down attack speed to 0.75 - 0.7 seconds (even lower with haste trinkets), OOC will proc quite a bit.

On the other side, stacking up armor penetration may prove to be a better choice for raids, where bosses have ~13000 armor, meaning 46-47% damage reduction. Having some 25% passive armor reduction, in conjunction with Faerie Fire and Sunder Armor will bring a nice increase in DPS, provided one is close enough to or at the hit rating and espertise caps.

for feral druids and death knights this is superior and depending on other melee dps and hunters haste this may be better.

surprisingly, the arpen on this makes it a possible upgrade over 219 capes for marks hunters. on paper, anyway...
