This is the best boots in the game for a mage who will want to avoid spirit completely.

The best epic boots without spirit, Sandals of Crimson Fury will surpass this boots in spellpower when you socket it with a 19 sp gem, but you'll generally want the blue socket to activate your meta due to the lack of blue sockets in current raid gear.

Comparing this boots to Sandals of Crimson Fury (socketing Glowing Twilight Opal) you gain:
+3 Stam
+3 Int
+37 Hit
+4 Haste
+2 SP

Comparing this boots to Sandals of Crimson Fury (socketing Runed Scarlet Ruby) you gain:

The high hit rating is useful for hitting the hit cap so that you can gem haste/crit on your yellow sockets and also going for other slots which don't have hit. A warlock may want Arcanic Tramplers which drops off malygos25 since they can use spirit from the boots, but this boots are good for any dps caster. There are other lvl 213 boots that have spirit which give nice haste/crit and SP and is comparable with Sandals of Crimson Fury but I personally feel that the Sandals still comes in second for mages.

Additionally, these boots are BoE so there's always a chance you can find these on AH going for around <3.5k to >6k gold, farmable through dailies or other sources in 2-3 weeks.

despite all the math you are forgetting that this boots have an extra +37 hit that the wyrmrest exalted ones don't have, making this boots the best for a mage

As a warlock, I currently use Sandals of Crimson Fury and was waiting to get 40 Emblems of Valor to replace with Xintor's Expeditionary Boots but these are great boots and drop at a decent rate allowing me to save for other gear.

Actually spirit has become a very important stat for mages as well, as of 3.1. These boots are as made for a FFB mage with glyphed Molten Armor.
