These have exactly the same stats as Cuffs of the Shadow Ascendant, which are available through badges, and are BoE (so you could even purchase them from an alt, friend, AH... you name it).
Only difference, obviously, is that these are cloth, but they are still an alternative to the Pigmented Clan Bindings from same vendor if you seek Haste over MP5.
