Basically if you are below the hit cap and are given the choice you would likely lean towards the Iron-Spring Jumpers.

As an Aside, ArPen gets stronger as you get more of it, I think in the next tier of gear ArPen will become a much stronger stat due to the way that Blizzard will itemise it. (Higher iLVL, but they won't give us the "ideal" stats until the last tier, they will always do this as it makes progression more meaningful without Inflating iLVL's dramatically.)

Class Specific: Retribution Paladin
Ret Paladins might like these so they can have the 4pc Val. and Keep Darkmoon Greatness + Mirror of Truth. With that said always evaluate your own gear and establish what is best for your own situation.
