Currently broken in beta build 8905 and gives you no silvery pigment at all. I reported it as a bug.

Seeing how the previous pigments were changed, odds are good you'll get silvery 75% of the time now and sapphire pigment 25% of time. Despite getting no regular pigment from two milling attempts in 8905, I did get the new rare item once: Iridescent Pollen.

I definitely recommend farming icecap in Winterspring to gather this pigment. There are very few people farming in Winterspring and along with finding Icecap all over, there's a decent amount of mountain silversage. Also, it seems icecap has about a 1 in 2 chance to also mill sapphire pigment, but I could just be lucky!

You can find Mountain Silversage, Dreamfoil, and Golden Sansum in Hellfire Peninsula. I highly recommend farming these herbs there (assuming you are of level). At level 60, you can purchase flying mounts and use them to make your search that much easier.
*Note that you must be level 58 to reach HFP.
