As of the 25th of April this item is found on both European and American PTR realms. This design is going to be implemented in version 2.1 as an Consortium Exhalted reward, only purchaseable from Karaaz, an Consortium Quarmaster located in the Stormspire, you can view this vendors location from the navigation menu under 'Related'.

It is cut from an Earthstorm Diamond that can be created by Alchemist using either a Philosophers Stone or an Alchemist stone (based on a 24 hour cooldown).

Further more, it is a so called Meta Gem. Meaning it will only be equippable in certain head slot items and it will grant a special bonus if a number of required gems are socketed into other sockets in any of your characters items, currently equipped.

I'm curious if someone can answer this question I was asked early. "Is the critical damage an inscrease to crit chance or the damage caused by crits?"

This item has been updated to also give the bonus to spellcriticals in 2.1.2 according to the patchnotes.

The description says "Binds When Picked Up" and pretty much ALL faction patterns are, I have yet to see one that isn't so I am guessing this one is BoP as well. So, it can't be sold. If there is a drop one, then why wouldn't it go for 100g? To save someone from having to work the faction them selves.
