This item DOES NOT drop in heroic Steamvaults. I submited a ticket to a GM and his answer was that there are diferent loot tables for heroic and normal and that this item is not on the heroic list.
He also stated that there are no currently no plans to change this, and advised me to do the instance in normal mode if I wanted the item.
